A Team that works hard and plays hard! Sums up the team morale of MERP’s DPR CalPEST development team. After taking the product live in September, the CalPEST application has seen an over 60% success rate in user adoption and has served over 700 registered users and invoiced over $10 Million.

To celebrate this momentous achievement, the 17-member MERP team met in-person in Virginia for a day-long event inclusive of team-building activities and fun. Over half of the team flew into Virginia from various parts of the nation. After a round of miniature car racing and Uno, both conducted by the Lead BA on the project, Laryssa Fabyanski, the team met for lunch at Maharani Palace in Herndon, VA, and proceeded to Escape Room for bringing together the team’s combined brain power to unlock the riddles of Escape Room. After some brain time workout, it was time for some physical activities. What better than Bowling!! The team spent some quality time at Bowlero and dispersed late at night to cool their heels off.

MERP Systems: A certified SBA 8(a) program participant through 2026.

As authorized by FAR 19.8, Federal agencies may issue sole-source contracts to 8(a) firms up to $4 million.

  • Available for: All Federal agencies
  • Period of Performance: April 1, 2016 – April 1, 2026
  • Scope of Work: Eligible for any scope of work under the 8(a) program

How to Make an 8(a) Sole Source Contract in 3 Easy Steps:

  • The agency CO sends an “Offer Letter” and PWS to dcofferletters@sba.gov. The SBA processes the Offer Letter and returns it to the agency CO within 5 business days.
  • The agency CO issues a Request for Proposal (RFP) to Highlight. We submit the proposal, the contract is awarded, and work begins.
  • This entire process can be completed in 5 – 10 business days or less.

Agencies have broad discretion when it comes to issuing 8(a) sole-source contract awards.

Although a procuring agency must provide the SBA with some justification as to why it selected a particular 8(a) company for a sole source contract, that justification can be very brief. And, as the GAO held in a recent bid protest decision, an 8(a) sole-source contract justification need not explain why the 8(a) awardee was superior to another 8(a) company interested in the same contract.

Commonwealth of Virginia (CoVA) IRCL (SOW Services) Contract:

  • As a Tier 1 vendor eligible to offer SOW services to the Commonwealth of Virginia (CoVA) under the IT Contingent Labor (ITCL) contract (VA-130620-CAI), MERP provides IT SOW and staff-augmentation services to the Commonwealth.
